Abandoning its bid for incorporation, the Town of Hassan has signed a joint resolution with the City of Rogers. Rogers will annex the entire township in stages over time but no later than 2030. An orderly annexation agreement between the City of Rogers and Hassan Township received approval December 30, 2003 from the acting director of the Office of Strategic and Long-Range Planning. Phase I of the agreement, which provided for the annexation of 317 acres of Hassan Township to Rogers, was also approved.
The joint agreement represents mediated settlement of contested issues arising from Hassan's petition for incorporation, which was scheduled for hearing before an Administrative Law Judge. Acting Director Marcia Farinacci concurred with the communities that filing the joint resolution was in the best interest of all parties and the communities involved.
Mediation has resulted in five settlement agreements out of seven contested boundary adjustment proceedings since July 2003.
Approval of the agreement makes possible a coordinated effort between the city and the township for long term land use planning.
The Municipal Boundary Adjustments Office in the Department of Administration implements the decisions and orders of the acting director, and other delegated decision-makers, regarding the approval or disapproval of the creation or dissolution of municipalities, or alteration of municipal boundaries through consolidation, merger, annexation or detachment of land.
