Telephone Equipment Distribution (TED) Program
Department of Human Services - Deaf and Hard of Hearing Services
The TED Program provides telephone equipment to eligible Minnesotans who have a hearing loss, speech disability or physical disability that limits their use of a standard telephone. The equipment is provided on a long-term basis at no cost. In Minnesota, a surcharge on landline, wireless, and pre-paid calling cards funds the TED Program.
Hard of hearing, deaf, deafblind, dual sensory hearing loss with vision loss, speech disability or physical disability. All disabilities must limit one's use of a standard telephone.
One must be a Minnesota resident. One must have a hearing loss, speech disability or physical disability that limits one's use of a standard phone. One must have telephone or internet service or have applied for telephone or internet service. One must meet yearly family income guidelines (For 10/1/2016 - 9/30/2016, to be at or below: $49,081 for a family size of one, $64,183 for a family size of two, $79,285 for a family size of three, $94,387 for a family size of four).
